Electronic Resources Manager (Associate or Full Librarian) – Virtual/Remote Eligible

The expected effective date of this position is April 1, 2021 or later. This position is eligible for virtual/remote work anywhere within the US; some travel to Santa Barbara will be required.
Reporting to the Director of Resource Acquisition and Discovery Services (ReADS), the Electronic Resources Manager oversees the lifecycle of the library’s electronic resources, including licensing, acquisitions, access, administration, and support.
The Electronic Resources Manager will develop, recommend, and implement an updated management strategy for all of the library’s electronic resources. This will include the management of the entire complex life cycles of serials, e-books, databases, datasets, and streaming video.
The Electronic Resources Manager will implement and administer tools, features, and programs that enhance and improve electronic resource access and usability including the utilization of electronic resource management functions in Alma, the cloud-based library services platform. They will work collaboratively with library staff, vendors, and campus ITS staff to ensure convenient, seamless, and uninterrupted access to electronic resources.
Maintains close working relationships with content providers, vendors, and campus and UC partners.
Reviews and negotiates contracts and licenses for e-resources, working with UC legal staff and the UCSB Library as appropriate.
In consultation with stakeholders within and outside of the library, works to ensure adherence to license terms (facilitating data harvesting needs, investigating abuse reports, and clarifying license terms).
Creates and maintains policies or best practices related to electronic resource management in collaboration with various stakeholder groups.
Provides support to public services staff and end users as appropriate to resolve e-resource problems. Manages service tickets for electronic resource related issues and works to resolve problems.
Troubleshoots and explores solutions for electronic resource management workflows and processes. Designs and manages workflows for loading and license management for locally purchased subscriptions.
Loads and coordinates the management of the electronic consortial bibliographic records through ILS (Alma/Primo VE), discovery (Primo, web), and proxy (EZproxy) platforms, and knowledge bases (SFX, Primo).
Serves as the library liaison with the California Digital Library (CDL) for subscription and access-related issues; participates in UC system-wide discussions, working groups, and task forces related to electronic resource management in the University of California.
Identifies emerging trends and technologies in e-resource management that have the potential for new and improved library service, as for example Open Educational Resources (OER).
At time of application, ALA-accredited Master’s degree in Library or Information Science (or equivalent foreign degree); and
At time of application, 3-5 years professional library experience in electronic resource management, including experience working with vendors and publishers, negotiating licenses, and experience with other ER related applications such as link resolvers (esp. SFX) and proxy server configuration (esp. EZproxy).
At least two years’ experience with Alma, Primo Central Index, and Primo or Primo VE; and
Excellent written communication skills as evidenced by submitted materials including the CV, Cover Letter, and an optional but encouraged statement of diversity.
Technical aptitude and ability to learn new programs as necessary;
Experience performing the management and acquisition of electronic resources in an academic or research library or an academic library consortium;
Demonstrated understanding of relevant standards and practices, such as OpenURL, COUNTER, SUSHI, EDI, and KBART;
Demonstrated commitment to achieving equity, diversity, and inclusion in the workplace and the community;
Ability to work independently and collaboratively, prioritizing work to ensure that departmental and library goals are realized;
Excellent organizational and analytical skills, proven problem solving ability, flexibility, and ability to meet deadlines; and
Understanding of the multi-faceted roles libraries play in higher education and the broader community; knowledge of information technology trends and appreciation of the importance and impact of technology in academic libraries.
