GABRIELLA SONNTAG described a local consortium in north
San Diego county, where three institutions--Palomar Community College, Mira
Costa Community College, and CSU San Marcos--share their students, resources,
and facilities. To better prepare high school students for college, these
three campuses developed and implemented "Information Competence for High
Schools (ICHS)." A series of forums for administrators, teachers was conducted
to initiate dialogue between the six school districts to discuss how to
develop information competence and to create a place for discussion and
